Grand Theft Auto V Will Be Set in Los Angeles
A source familiar with the game told Kotaku today that those rumors are true. GTA V will be set in some version of L.A., bringing the famous franchise to a place that last got the GTA treatment in the series' top-selling Grand Theft Auto: San Andreas.

Eagle-eyed fan on Reddit, called eldunco, discovered that both the Roman numeral and lettering is almost identical to a special $5 bank note issued in 1889 by the U.S. Mint. It was the first bank note ever to feature a Native American, but caused controversy because they got his headdress wrong and used one from a completely different tribe.
As you can see the similarity is uncanny, but what exactly this means for the game is still open to interpretation. An American setting does now seem definite, although there's nothing stopping it having multiple cities (like San Andreas) - some perhaps even in other countries.
